The foundation to Ei as we meet her in the Genshin series is built on tragedy on tragedy. Losing people that she was close to as well as her sister around the time Khaenri'ah fell tipped her to a breaking point, in which she sought to attain "eternity" in earnest and closed herself as well as Inazuma off from the rest of the world. This is how the Traveler finds her, in a prison of her own making, and using a puppet to guide her country.
Ei and her twin sister Makoto ruled Inazuma together, although its people didn't know it. To Makoto's peaceful nature, Ei was the side that adhered to rules and showed force in times that they needed it. She did what her sister felt like she couldn't do, as well as protected her until her death.
That side of Ei continues to this day -- even with the change of heart after experiencing the Traveler's disruption in Inazuma. She's a stickler for rules and tradition, proof being that the display with the Tenryou Commission power struggle between the Kujou Clan and the Takatsukasa Clan. She challenged them to a duel to whoever could beat her, as she'd done many years ago when the Kujou Clan took over the Tenryou Commission. Even though she mentions later that the Shogun puppet would've "decapitated Kamaji" on principle for his wrongs, she's still hard on him. Ei barely holds back on the punishment she gives him... but even as she does, she lets him live and considers that the Kujou Clan could have their spot in the Commission for a little while longer. Because of their influence on their attempt to usurp Inazuma though, she says that they can't stay in power forever.
While she strictly adheres to most rules, she decides that some need to be abolished. The rule to take the Visions of her people and keep Inazuma from the rest of the world being one of them. She even ends up having to fight the Shogun, her puppet, to change these things because she was programmed to not change in her resolve. It reflects Ei's own desire for "eternity" to continue without "erosion", because her past self had feared that there would be a change of heart within her.
Another way she began to change her viewpoint on the world is merely because she stepped outside the Plane of Euthymia to walk among her people again. Even if she had tried to stop the passage of time ("erosion"), she realizes that Inazuma kept on living and breathing regardless of it. Change comes whether or not the ruler of a people wants it or not, and she realizes that not all change is bad.
Considering the fact that she hasn't been around people in hundreds of years, she's out of touch in almost a way that's comical in some instances. For example, she doesn't know what a camera is and is convinced it's the work of magic that allows it to make pictures. She also doesn't understand the meaning behind ironic jokes and takes them too literally -- for instance, the book she picks up called "The Good Thing About Being Reincarnated as a Hilichurl Is That I Only Need to Eat Sunsettias to Become Stronger" confuses her. She thinks that the author means it in a literal sense, as in they actually have experience of being a Hilichurl. She gets honestly confused on deciphering the title of the book, and the Traveler ends up moving her right along.
Despite the Shogun, her puppet, having an intimidating aura around her, when Ei came out in public she was quite kind to her people. Inazumans were concerned about upsetting her or speaking in the wrong way, but she reassures them and tells them to treat her like any other person. In fact, she tells them to call her "Ei". Not that it settles their concern any, because they still fear that her harsh and rigid puppet is the one patrolling the streets.
After hanging out with the Traveler, Ei seems to reconsider her perception of change and eternity. She assumes now that not all change is bad change, and mentions that she needs to meditate more on the ideas that were brought to her that day. It shows that while she has started to change her mindset, it's still a work in progress -- the mindset set for herself past the few hundred years is going to take time to work through, after all.
